Most products in this category aren't air conditioners in the refrigerant-and-compressor sense — they're evaporative coolers (a water or ice reservoir plus a fan, which only cools the air right in front of you and works best in low humidity), Peltier/PTC units that can also produce heat, or simply bladeless fans marketed with cooling language. None of them lower a whole room's temperature the way a window AC does, whatever a "personal AC" name on the box implies. Specific performance numbers — a temperature drop in a fixed number of seconds, a stated percentage of energy saved — are almost always the manufacturer's own claim with no independent testing behind it; we treat those as marketing until the sales page names a source. What's worth comparing across models: the actual cooling mechanism (evaporative vs. Peltier vs. fan-only), tank or reservoir size and how often it needs refilling, real noise level at the fan's higher speeds, and battery/USB-C runtime under continuous use rather than the standby figure most listings quote.
